I'm not sure about dreamhost, they are quite cool... have their own <a href="http://blog.dreamhost.com/" rel="nofollow">blog</a> and do the hosting themselves (they have a building and heaps of servers). It would be interesting to find out what the deal actually is, if they do in fact cut the speed. That sounds like what a webhost would do.

Most companies that offer deals like this one actually use the following policy: If the site actually gets over say 10 GB per month, then we cut it’s download speed. The higher bandwith it requires, the slower we give the files.
